ON APPROACH, NR2 ENGINE ROLLED BACK TO SHUTDOWN WHILE BEING VECTORED FOR THE APPROACH. EMERGENCY DECLARED, ACFT LANDED SAFELY.  REMOVED AND REPLACED RT ENGINE FUEL CONTROL.
