ON CLIMBOUT FROM IND RECEIVED GEAR DISAGREE MSG, RT MLG INDICATED UNSAFE.  FOLLOWED QRH, EMERGENCY DECLARED, A/C RETURNED TO IND LANDED SAFELY.  INSPECTED A/C FOUND RT MLG UPLOCK TARGET LOOSE.  RESECURED TARGET, OPS CHECKS GOOD.
