AIRCRAFT EXECUTED AN AIR TURN-BACK AT 38K FEET WHEN BOTH AUTOMATIC CABIN PRESSURE CONTROLLERS FAULTED.  EMERGENCY DECLARED AND EMERGENCY DESCENT EXECUTED.  MAINTENANCE FOUND NUMBER ONE CONTROLLER FAILED AND REPLACED SAME.  OPERATION NORMAL.
