CREW DECLARED AN EMERGENCY DUE TO RT ENGINE UN-RESPONSIVE ON APPROACH.  DID NOT SHUT ENGINE DOWN.  MAINTENANCE FOLLOWED FIM PROCEDURES FOR TROUBLESHOOTING NO THROTTLE RESPONSE AND IS REPLACING THE FCU.
