SHIP 3881 -FUMES/DE- DECLARED EMERGENCY ON DESCENT DUE TO BURNING RUBBER SMELL THROUGHOUT THE FLIGHT DECK AND CABIN. CORRECTIVE ACTION: FOUND STATIC INVERTER FAULT ON OVERHEAD PANEL. REPLACED SAME.
