SHIP 9513 -MISC/DE- THE CREW DECLARED AN EMERGENCY WHILE IN ICING CONDITIONS IN ORDER TO RAPIDLY DESCEND OUT OF ICING CONDITIONS AFTER RECEIVING A "WING MANIFOLD FAIL" MESSAGE.
