SHIP 1811 -DIV- TO JFK DUE TO LT FUEL QTY INOP. UNABLE TO CONTINUE ETOPS.  MEL APPLIED. A/C RESTRICTED TO NON ETOPS ROUTING. REPLACED LEFT MAIN FUEL TANK HARNESS. OPS CHECK GOOD, ALL PROBES WITHIN LIMITS.
