FWD CARGO DOOR INDICATED OPEN AS WE ENTERED THE RUNWAY FOR T/O. HAPPENED AGAIN AS WE TURNED OFF AND PARKED AT THE GATE. REJECTED T/O.  DEFER FWD CARGO DOOR INDICATION IAW A319 MEL 52-70-01H. "M" PROC C/W DISPATCH APPROVED, ACFT OK TO CONTINUE PLACARD INSTALLED. R/R FWD CARGOPROX SENSOR REF A319 AMM 52-71. OPS CHECK GOOD SENSOR DID NOT FAULT. MEL PLACARD REMOVED, "M" PROCEDURES REVERSED.
