EQUIP COOLING EXHAUST OFF LIGHT ILLUMINATED A FL190. QRH 27 COMPLETED, LIGHT EXTINGUISHED. FLIGHT ATTENDANTS NOTED A RESIDUAL BURNT PLASTIC SMELL IN CABIN. REMOVEDAND REPLACED NORMAL EQUIPMENT COOLING EXHAUST FAN IAW B737 AMM 21-27-04. OPS CHECKED GOOD. (LOG 8263480 - AIRCRAFT WAS GROUNDED).
