SMOKE + FUMES IN FLIGHT DECK, ELECTRICAL BURNING SMELL. EMERGENCY DELCARED.  FOUND LEFT PACK ACM FAILED WITH SEIZED SHAFT, PACK OVERHEAT EVENT. ACM WAS REPLACED REF LOG 8668857, RAN PACKS FOR 20 MINUTES AND NO SMELL NOTED. (LP: 8668858, AIRCRAFT WAS GROUNDED)
