FO SMELLED WET SOCK SMELL ON TAXI - IN WHEN SWITCHING TO APU BLEED. SMELLED IN FLIGHT DECK ONLY NOT IN CABIN.  REMOVED LOAD CTL VLV PER A319 AMM 49-51 INSP FOUND OIL CONTAMINATE. CLEANED AND REINSTALLED (KH 384158) PERFORMED LEVEL B DECONTAMINATION WITH REF TO W/C 4900-2001 (AG 439726) R&R RECIRC FILTERS PER 319 AMM 21-21. NO ODORS PRESENT AR THIS TIME. (LP: 8748684, AIRCRAFT WAS GROUNDED)
