AIRCRAFT DEPARTED MKE -  ON CLIMBOUT CREW NOTED AIRCRAFT WASN'T PRESSURIZING.  CREW RETURNED TO MKE.  LANDING WAS UNEVENTFUL.  PRESSURIZATION SYSTEM TROUBLESHOT BY STERLING MTN.  STERLING MTN FOUND SECONDARY OUTFLOW VALVE STICKING.  REPLACED SECONDARY OUTFLOW VALVE.  OPS CHECK GOOD.
