ON STARTUP CREW RECEIVED NWS FAIL CAS MESSAGE. CREW SHUT DOWN AND RESTARTED - MESSAGE REMAINED.  CREW RETURNED TO GATE. TROUBLESHOT AND FOUND NWS RVDT INOP.  REMOVED AND REPLACED NWS RVDT WITH REPAIRED UNIT.  OPS CHECKS GOOD.
