UNABLE TO UNLOCK SECOND OFFICERS SHOULDER HARNESS FROM RETRACTED POSITION.  REMOVED AND REPLACED S/O SHOULDER HARNESS BELT REEL IAW M/M 25-10-0.  OPS CHECKED GOOD.
