MODE C REPORTED INOP BY BOTH GROUND AND TOWER.  TCAS CHECKS GOOD.  PERFORMED TEST OF BOTH ATC TRANSPONDERS.  NO DEFECTS.  ALL CHECKS NORMAL.  OK FOR SERVICE, TESTED WITH ATC.
