AFTER HOOKING UP EXTERNAL POWER,  NOTICED ARCING COMING FROM RECEPTICLE.  DISCONNECTED CORD FROM A/C.   RECEPTACLE HAD BURNED.  REPLACED EXTERNAL POWER RECEPTACLE IAW M/M.  OPS CHECK GOOD.  ETOPS CATEGORY 'E': PROBLEMS WITH SYSTEMS CRITICAL TO ETOPS.
