TECHS VERIFIED THE HANDLE IS STUCK IN THE "OPEN" POSITION AND ARE UNABLE TO CLOSE MED. CORRECTIVE ACTION: CLEANED AND LUBED LATCH/LOCK PINS. OPS CHECK GOOD. IAW CE700 AMM 52-10-43.
