AFTER DEPARTING KCRQ, RECEIVED AN AMBER FLAPS FAIL MESSAGE ON THE EICAS DURING FLAP RETRACTION.  DIVERTED TO KLAX.  FLAPS FAILED AT 3 DEGREES  B3 CODE:  B3-276369   PERFORMED AW300-27-0427. DOWNLOADED MDC DATA. SUBMITTED FILES TO BOMBARDIER CRC. REQUEST THE VERIFICATION TO CONFIRM IF THE FAULT WAS TRIGGERED BY THE FLAP OVERSPEED MONITOR. FOLLOW THE SMARTFIX PLUS (REF. 1.2) WHICH HAS BEEN UPDATED TO INCORPORATE THIS SPECIFIC FAULT CONDITION. OPS CHECK GOOD. IAW MM 27-00-00 AND AW300-27-0427
