GOVERNOR HAS BINDING ARM.  UNABLE TO TEST AS RECEIVED DUE TO SEIZED THROTTLE.  BUSHING SEIZED, INTERNAL BEARINGS FOUND ROUGH/DRY.  REPAIRED AND TESTED IAW HONEYWELL OHM FORM 15-1095A.
