RIGHT ELEVATOR UPPER SKIN AFT EDGE FOUND CORROSIN.  REMOVE TOP SKIN UNTIL THE REAR SPAR.  PERFORM SRM 55-21-11 CONG-1 FIG 209 WITH THE FOLLOWING PROVISIONS:  INSTALLED STRAP FILLER.
