WHEN FLAPS 20 SELECTED ON ARRIVAL TE FLAPS DISAGREE  EICAS ALERT. TE FLAPS STOPPED AT APPROXIMATELY 18  DEGREES.  DECLARED EMERGENCY, ACCOMPLISHED QRH  PROCEDURE, LANDED FLAPS 20.  EMERGENCY DECLARED.  REPLACED #4 FLAP TRANSMISSION DUE TO OVERLOAD & DRAINED AND FILLED NR 2 FLAP TRANSMISSION DUE TO WATER.
