FDM 6023 JFK-BWI (1544 PHX LCL) - CAPTAIN REPORTED BURNING SMELL IN REAR CABIN.   REMOVED AND REPLACED ROW 7DF SIDEWALL BALLAST AND OPS CHECKED GOOD.
