INSPECTION PANEL ON TOP OF THE VERTICAL STABILIZER ATTACHMENT FLANGE CRACKED ALLOWING THE PANEL TO DEPART AIRCRAFT. THIS INSPECTION PANEL IN UNDER THE RUDDER HORN. TOP PANEL P/N: 7831102-23, ONCE ATTACHMENT FAILS HITS RUDDER AND PIECE FOUND IN ELEVATOR CONTROL HORN.
