DURING CRUISE FLIGHT, LEFT ENGINE STARTED TO SURGE THEN LOST PARTIAL POWER.  DECLARED EMERGENCY WITH ATC AND PROCEEDED DIRECT TO KPHX UTILIZING ASYMMETRIC THRUST. PERFORMED A NORMAL LANDING.
