ETOPS SIGNIFICANT SYSTEM, APU DID NOT START ON VERIFICATION FLT.  TROUBLE SHOT PER FIM 49-11-00.  REPLACED APU CONTROL PANEL PER 49-41-81-404-007.  OPS CKS NORMAL.
