AIRCRAFT ABORTED TAKEOFF AT 40 KNOTS DUE TO BRAKES RELEASED CAUTION ILLUMINATED.  POST FLIGHT REPORT SHOWED TACHOMETER WHEEL BSCU MESSAGE.   SYSTEM TEST ECAM BRAKE RELEASED CLEARED AND TESTED OK.  REPLACE WHEEL HUB CAP ASSEMBLY.
