ETOPS / ON DESCENT FROM FL250 TO FL230 BLEED DUCT PRESS FLUCTUATED BTN 25 TO 35 PSI. FOUND RT ENG PRSOV PRESSURE SENSE LINE LOOSE AND PACKING DAMAGED. REPLACED PACKING AND TIGHTENED SENSE LINE.
