## Discrepancy

WILL NOT RECOVER RPM AFTER COLLECTIVE POWER CHANGES. FOUND INTERIOR OF UNIT TO BE DIRTY WHICH COULD HAVE CAUSED GOVERNOR TO HANG AND HAVE HYSTERSIS PROBLEMS.
