ON 12-11-16, DURING BEFORE LANDING DECK- AT VK956 LEFT HAND AND RIGHT HAND LANDING GEAR UNDETERMINED.  PERFORMED EMERGENCY PROCEDURE FOR LANDING GEAR.  FOUND ACTUATOR DOWN SWITCH IS OPEN WITH ACTUATOR FULLY EXTENDED.
