WITH E1 ON, ON TAXI OUT BURNING SMELL IN FLT DECK AND CABIN WITH EITHER PACK ON.  INSPECTED PACK 1 AND PACK 2. FOUND BROKEN SECTION OF PIPE. SUSPECT BROKEN SECTION OF PIPE SUCKED INTO PACK 2 SYSTEM    R & R EMERGENCY VENTILATION PIPE ON PACK NR 2 THAT CONNECTS TO RAM AIR VALVE IRW 21-25-01.  OPS AND LEAK CHECK GOOD
