ENGINE FUEL BY-PASS ACTUATED CAUSING POWER FLUCTUATION AND NTS ACTUATION.  VALVE STUCK OPEN.  FOUND FAULT IN AIRCRAFT WIRE BUNDLE NEXT TO CONNECTOR PLUG.
