GOVERNOR FAILED CAUSING ENGINE RPM, TORQUE, TOT.  TO NOT REMAIN STABLE.  FLUCTUATION OF RPM WERE SEVERE ENOUGH TO CAUSE AIRCRAFT TO YAW LT AND RT WITH INCREASE AND DECREASE OF RPM.
