AIR TURN BACK, UNCOMMANDED WINDSHIELD WIPE OPERATION WITH SWITCH OFF ON CLIMB OUT EXCEEDED 230KT LIMITATION. MAX SPEED REACHED. 250 KTS. WIPER OPERATED ON DRY WINDSHIELD FOR APPROX 15 MINUTES. THIS RESULTED IN R/R 25DB PER TSM 30-45-00/101 AND ESPM 20-46-50. OPS CHECK GOOD. THIS CLEARS MEL 30-45-01-0-1.
