GOVENOR FAILURE DURING FLIGHT.  ENGINE DECELERATED TO 60 PERCENT NG.  FOUND GOVERNOR BEARING ROUGH AND PHENOLIC GEAR DRIVE SHEARED DRIVE SPLINES.  INSTALLED NEW UNIT, GROUND RUN AND OPS FLIGHT PREFORMED AND FOUND SATISFACTORY.
