PILOT REPORTED RT ENGINE TO BE LOW ON POWER, FOUND ENGINE TO BE RUNNING VERY RICH, WHICH CAUSED PLUGS TO FOUL, INSTALLED OVERHAULED FUEL SERVO AND CLEANED PLUGS, GROUND RUN AND TEST FLIGHT OK.
