ASH 2896 PHX.  FLAPS WILL NOT EXTEND BEYOND 15 DEGREES.  MX IS CURRENTLY TROUBLESHOOTING.  MX  PERFORMED FLAP RIG, SYSTEM CHECK GOOD.
