EMERGENCY EXIT LIGHTS INOPERATIVE UPON PRE FLIGHT INSPECTION.  (SWITCH WAS FOUND IN THE OFF POSITION)  MAINTENANCE CHARGED THE EMERGENCY EXIT LIGHTING SYSTEM WITH AIRCRAFT POWER.
