ETOPS SIGNIFICANT SYSTEM:  L1 WINDOW SHOW SIGN OF ARCHING AT UPPER HEATING ELEMENT.  REMOVED AND REPLACED L-1 WINDOW IAW B737-400 M/M 56-11-11, OPS CHECK NORMAL.
