ACFT DID NOT PRESSURIZE, RETURNED AND LANDED.  INSPECTED & FOUND GROUND VALVE TO BE PARTIALLY IN THE OPEN POSITIION, MOVED VALVE TO CLOSED POSITION.  NO FURTHER DEFECTS NOTED IAW AMM 21-24-18.
