FLAPS FAIL IN FLIGHT, FOUND FLAPS OUT OF ZERO POSITION WHEN RETRACTED. PERFORMED RIGGING OF THE FLAP PANEL AND ELECTRICAL RIGGING OF THE FLAPS IAW CRJ 550 AMM 27-52-00. RIGGING AND OPS CHECK GOOD.
