FOUND RT LOW LIMIT VALVE TORQUE MOTOR TEST FAILED.  (CAN NOT TO MOVE TO OPEN.)  REMOVED AND REPLACED RT LOW LIMIT VALVE AND CARRIED OUT LEAK TEST IAW AMM 21-51-11 REV 145, NO LEAK.
