RNO - DURING TAXI OUT WITH RUDDER POWERED, LARGE VIBRATION FELT IN RUDDER PEDALS.  VIBRATION STOPS WHEN RUDDER IS UNPOWERED.  REPLACED SHEAR RIVETS ON BOTH UPPER AND LOWER RUDDER DAMPERS.  CYCLED RUDDER, OPS NORMAL.  (W)
