## Discrepancy

AFTER PUSHBACK FLIGHT ENGINEER FOUND THE CROTCH SEATBELT MISSING FROM FIRST OBSERVER'S SEAT.  AIRCRAFT CAME BACK TO GATE AND MAINTENANCE DEFERRED THE FIRST OBSERVER'S SEAT IAW MEL 25-23-1.
