LGA-FLIGHT 3971.  CREW REPORTED ALL FLOOR LEVEL EMERGENCY LIGHTS BEYOND ROW 3 ARE INOPERATIVE.  MAINTENANCE RESECURED FLOOR EMERGENCY LIGHT STRIPS.  OPERATIONAL CHECK GOOD.  AIRCRAFT RETURNED TO SERVICE.
