CAPTAIN'S OPEN SPEED BUG STUCK AT 171,  WILL NOT CHANGE. DIVERTED, LANDING UNEVENTFUL. REPLACED NR 1 INDEX CONTROL PANEL, PERFORMED OPERATIONAL TEST IAW TC 6316103, ALL CHECKED GOOD. RETURNED TO SERVICE.
