FLIGHT 2247. RAMP REPORTS WASTE SYSTEM WILL NOT ACCEPT RINSE FLUID INTO THE AIRCRAFT  PLACED ON MEL BUT ON NEXT FLIGHT WITH THE SYTSTEM ON MEL HAD TO DIVERT DUE TO PASSENGERS ISSUES. LANDING UNEVENTFUL. REMOVED FROM SERVICE. REPLACED VWS RINSE NOZZLE REF AMM 38-32-08-000/400-801-A. OPS TEST GOOD. RAMP ABLE TO SERVICE WASTE SYSTEM. RETURNED TO SERVICE.
