## Discrepancy

FUEL IMBALANCE ON CLIMB OUT, APPROXIMATELY 23000 FEET. THE NUMBER 1 TANK WAS DROPPING 10-20LB PER SECOND IN FUEL. WE THOUGHT WE HAD A POSSIBLE FUEL LEAK, HOWEVER LEFT FUEL TANK STABILIZED AT 3800LB AND RIGHT TANK AT 3600LB. DECLARED EMERGENCY, LANDED WITHOUT INCIDENT. R&R LH FUEL TANK HARNESS ASSEMBLY.
