FLAPS FAILED AT ZERO WHEN SELECTED TO 20 ON APPROACH.  QRH FOLLOWED, DECLARED EMERGENCY WITH UNEVENTFUL LANDING.  RESET SYSTEM AND PLACED FLAPS ON 72 HOUR MONITORING IAW AD98-20-01.
