FLAPS FAILED AT ZERO AT FLIGHT LEVEL 310.  QRH FOLLOWED, DECLARED EMERGENCY, UNEVENTFUL ZERO FLAPS LANDING MADE.  SYSTEM WOULD NOT RESET.  REPLACED RT BPSU (BRAKE POSITION SENSING UNIT) IAW AMM.  OPERATIONALLY TESTED GOOD. (K)
