ON APPROACH RECEIVED FLAPS FAIL MESSAGE WHEN SELECTING FLAPS EIGHT DEGREES.  QRH PERFORMED, DECLARED EMERGENCY, PERFORMED FLAPS ZERO UNEVETFUL LANDING.  MAINT RESET SYSTEM AND PLACED ON 72 HOUR WATCH PER AD 98-20-01.
